Can I really get a ticket?

Well it does sound like you were driving like an idiot. If it has been "snowy/icy around" like you said you should be going under the speed limit to begin with. But still, most states require officers to actually witness a traffic offense before they can make a charge on it, unless an accident has happened. Of course that could also mean that the guy who witnessed you driving like an idiot was an off duty/retired officer. And federal case law says what one officer has witnessed, all officers have witnessed. So if he was off duty/retired any officer could write a ticket based on what he told them he saw.
