The instructions tell you exactly what to do. I don't know how they can be improved. May I ume that you are studying WWI-era history so have an example of such a country in your textbook? Reading that history (story) will help you. I suspect the exercise is a clever and entertaining way for you to understand exactly what happened and why the country changed its position by putting that information in your own words (which always makes it easier to understand and remember). You have one smart teacher!
