How can I Get my nine year old, and my thirteen year old to put more effort into their school work?

I have taken away many privlages, and I have gone as far as to offering $500.00 dollars for brining home a report card with A's and B's. They are both very bright and are capable of getting straight A's, their teachers agree with me about how bright they are. Help me!
